GPU causing buzz noises and monitor screen becomes black

Okay I just built my PC and am having a terrible time with my GPU. It's a ASUS Radeon r9 290 (new). However it came in terrible packaging, some heatsinks fell off (fixable). I don't wanna say it is completely dead (it is looking that way though) because my PC recognizes it in device manager as an ASUS Radeon r9 290 so... it works right?

Every time I try to use it, it crashes/doesn't boot at all (i.e. whenever I set the primary display to PCIE). Now, after I installed the drivers for some reason when I try to boot (not even selecting it as the primary display) my monitor shows the windows start up but then the screen goes black, there is also a buzz noise I am hearing... I am kinda scared, it's only been a couple of days and it's already dying on me. What do I do here? Any thoughts on this? I wasn't getting any results in the beginning and now all of a sudden it is freaking out on me.

Help GREATLY appreciated!

that's the obvious response, however I would still like to know what is causing this so that I could possibly fix this myself... Some may not understand but I got this for a little cheaper than what it was at the time and I don't want to miss out on the deal. Thank you :)

Without a more detailed description of the buzz, my best guess would be a damaged or defective fan... but fixing that does you no good on a dead/dying board.

If you got it second-hand, maybe the reason the seller dumped it for cheap was because it was defective and deemed unfixable or not worth fixing in the first place.
