AMD 9590, help please?

Some one wants to sell me a brand new AMD 9590, for 150$, what is the cheapest gaming stopped I can build this processor. I only want to play LoL and AOE.

OR

Should i get this APU for cheap budget pc, which I'm pretty sure can play those games easily.

Get the APU. Those games aren't awfully demanding and the 9590 is like having a furnace in your PC

Because you can get the 9590 for $150 the real cost difference between the 9590 build and the A10 build can be as little as $150 to 200. The 9590 mobo will be about $100 more than a mobo for the A10. Another $80 to 150 for a gpu that's way better than the APU and $20 to 30 more for a more for a beefer psu. But you'll also pay $40 less for the cpu. The other parts cost will remain about the same.

Indeed , you can only liquid cool the 9xxx series from AMD . ( IMO )

The Noctura NT-14H will just do the job as well

If you don't overclock and I can see why you'll want to the stock cooler will be fine. AMD is not going to risk lots of cpu return because of lack of stock cooling. Amd was careful about the recommend mobos that could be used with the 9590. If you have the $200 extra build with the 9590 because it'll made a much better pc. If money is tight then use the apu.
