Corrupted file doesnt let windows start

my older laptop says windows could not start because the following file is missing (WINDOWS ROOT) system32\hall.dll how do i fix this. I have put the file from my other laptop on a flash drive but it doesn't work because i cant pass start up. by the way its a dell laptop.

you can try hitting f8 and booting into recovery. most newer-ish PCs running windows have a separate partition they use for recovery that you can boot too. That'd let you at least try and get the corrupted file fixed.

Boot up your windows disk, and choose Repair your computer (it's on the bottom left, at the screen with the big INSTALL button), and when you get to the repair options, choose Startup Repair. After the process ends, reboot.
