Is my motherboard frying my gpu's?

Motherboard: GA-880GM-USB3L
Processor: AMD FX-4100 quad-core
Ram:4gb
Harddrive: ST31000524AS 1TB
Video card: AMD Radeon 7870
Psu: 500 watts corsair

So here's the story, I got my first graphic's card two years ago and it was working great for about a year, I was able to run League Of legends (Ill use this as reference) at 60 fps no problem, and other games fairly well. After about I year I realized the game would constantly drop frames, and sometimes stay at 60 perfectly. My processor was running at extremely hot temperatures for about 3 months. It sat around 70-80C. I finally ended up getting a new heat sink. It keeps it cool now, but I'm not sure if it got burned out. I ended up getting a NEW gpu which was the Radeon 7870. For about a week, it was working PERFECTLY. Then it had the same problem my old gpu had, it cant run League of Legends at 60, it has the same exact issue as my old one, the frames drop randomly. This occurs with every single game. At this point, I'm not sure whether my motherboard, or processor is messed up. Oh, and I've always kept my drivers up to date.

my temps remain at around 30c on my processor and aroung 35-40 on my gpu. I play counterstrike global offensive as well, I remember playing gunz 2 which ran well at first, but it also had the same problem a week or two later.
