Fx-6300 W/ Hyper 212 Evo normal temps?

I recently bought a hyper 212 evo for my fx 6300 because with my stock cooler temps were reaching 70 degrees celsius. Though i have seen a drop in temps i stil feel like they are high. my idle temps Range anywhere from 18 to 28 degrees and load temps got up to 65 degrees. (BF4)

Are these temps normal for this cooler? My Fan speeds are at 100%.

P.S I when i put the thermal paste on my cpu i took of the heatsink and re-seated it once or twice and some dripped out of the side.

Sorry about hijacking the thread, I just installed one of these on my FX6300 (not over clocked). On stock Assassin's Creed Unity was taking it to 61C. With the new cooler, it goes to 41C. It is currently running a Prime95 blended stress test and is at 30. Temps are from HWMonitor

This normal?

My own experience with this setup is that under max load in Prime 95 the temperatures stabilize at 52C. For regular use in games the temperatures rarely go above 45C.

To me 64 seems a bit high.
