GPU Usage Spiking on R9 290x

I just finished building my first pc and I have a problem with my gpu. My specs are listed here https://pcpartpicker.com/user/GeneralStreet/saved/ not including my ram which is Kingston HyperX Blu 16GB Kit (2x8 GB Modules) 1600MHz. My problem is that whenever im gaming, my gpu usage constantly spikes up and down causing bad framerate. Does anyone know what the problem could be? Thank you.

About the Psu, on pcpartpicker the estimated wattage is only 530W. Shouldnt that mean that im good? Is there anything else that could cause this? Also my gpu usage is always spiking between 0-100% usage on any game I play.

Do you have up to date drivers, bios? What OS?

If this happens in all games then you should send your pc to repair center. i don't have any idea why this happens.
