I have an I7 4770k that ws at 4.2GHz and 1.450 V that wasn't giving me any problems. Yesterday, it started getting insanely hot and I don't know why. It idles at around 50c and I used to be able to record Minecraft without it ever going over 70, and now just playing Minecraft brings it up to 80c. I'm to scared to play any games because of the possibility of damage. I've tried lowering the voltage to 1.200 (1.100 crashed) and turning it down to 3.5GHz, but it didn't help. I really need this fixed.

So, your normal Core voltage was 1.450v? it must be hot at that, yeah...
What is the Motherboard your using? Some motherboards will almost fry a CPU, by design. I was having a similar issue with Z77 recently, had to swap the BIOS. Hopefully that is not the case. Did you try setting the power management in Desktop to balanced, The min CPU power should be 2-5% but if on high performance will be stuck at 100%

I have a Z87x-HD3 and Iv'e tried lowering the voltage, it didn't help. This problem was yesterday. A couple hours ago I cleaned a small amount of dust off of one of my fans. Now the temperatures are back to what they were before. Unfortunately, my usual temps are higher than what they should be. And I don't think cleaning the dust had anything to do with it going back to normal. As of right now my idle temps are about 40-45 with 1.300 V and I think 3.9 GHz clock speed. (I don't feel like going into the BIOS right now to check)

In the UEFI BIOS try disabling Intel Speed step technology. Including Turbo Mode, and CE1 state set to disable. Your motherboard probably has a multi-core enhancement option, you try disabling that . And Change the Memory to it's default speed and by selecting Auto instead of XMP.
Most motherboards will load optimized defaults from within UEFI you press the key that does this function but if your BIOS is not stable i would not recommend it unless your going to change it anyway. Leave as many things on default or auto as you see fit in order to achieve the Normal Clock frequencies. If all else fails update BIOS. I had to update from having similar issues.
