Intel i7 appears to be capped at 33% on task manager.

I have a brand new Acer Aspire V5-561 with an i7-4500u. The CPU speed appears to be capped at 33% on task manager. It's not a heat issue; it does this when cool. What can I do to fix this?

Wha tis running when you observe this? Task manager does not show "Capped" it shows processes using the CPU. If you have one process running at maximum utilization, it will show up in task manager as 25%, since it will be running on only one of the 4 processors. You will need something that can in fact run in multiple threads (or have multiple tasks) to fully exploit a processor.

You can run Prime95 to see what I am saying in Prime95 you can specify how many tasks you want to hammer your CPU. :)

I've tried running prime 95 per a friend's suggestion, but it the cpu never exceeds 33% or .79 GHz/s

Is it plugged in and on power saver mode off? This i7 is a low voltage dual core.
