Can I run RADEON R7 260X OC 1GB with KME PZ-400W power supply?

I have intel i3-2100, SATA HDD 500gb and 4gb RAM. I tried it but even fans are working I have power saving mode. Does it mean it's because power supply? Or can it be something with bad resolution?

Yep, but cause there is no 6 pin connector, I used reduction by 2 molexes, which is I suppose even worse. So I will have a look at new psu, is Fortron blue 500W good one?
