PC freezes when loading windows 3/4 of the time.

Hello.
So as the title suggests i have an issue with my PC. It simply freezes when trying to load windows, just at the loading screen. If i restart it a few times eventually it will load and continue to run normally without bugs or random restarts.After i get it working if i restart it from desktop it doesn't freeze but if i shut it down i have to go through the whole process again.
Trying to boot in safe mode gives the same result, it freezes after loading a few files, the exact file it freezes at is : "classpnp.sys"
Trying to install fresh windows doesn't work either, still hangs when loading the files.
I am running windows 7 32bit. I have tried other windows versions as well as ubuntu and the problem appears on all of them.

Things i tried:
-tried running with one RAM stick at a time (no effect);
-tried different HDD's (no effect);
-put my HDD in another PC and it boots up fine;
-updated BIOS to lastest version (no effect);
-disabled CD-ROM drive, no change;
-disabled USB from BIOS, no change;

PC specs:
Motherboard: ASRock G31M-GS (http://www.asrock.com/mb/Intel/G31M-GS/)
Power supply: high power hpc 400-h12s (http://www.highpower-tech.com/CA/product_page.php?class...)
CPU: Intel core 2 quad Q8300 2.5 ghz
RAM: 3gb ddr2 (1x2gb zeppelin , 1x1gb kingston)
Video Card: Gigabyte nVidia GeForce 9800GT, 1GB GDDR3 256bit
HDD: Seagate Barracuda 250 gb

The PC has been doing this for about 1 year, I suspect the motherboard is faulty but on closer inspection i didn't see any swollen capacitators on it.

Any help would be apreciated.

I does indeed sound like a hardware problem rather than software if it only happens at a cold boot and with both OSs. Like possibly a capacitor not holding its charge after power has been removed for a period of time. But it could be either the MB or the PSU. My first 'guess' would be the PSU.

Does this also happen when booting to Win7 safe mode?

I see, thank you for the response, my power consumption according to coolmaster calculator is 310W. (http://www.coolermaster.outervision.com/PSUEngine2)
I have a brand new PSU hanging around that i bought some time ago i can test with that and see what hapens. But if i still get the freezes is it safe to assume the mobo is faulty?

Your link just goes to the PSU calc home page. But I believe you.
Sirtec makes the Highpower line of PSUs. They are a good manufacturer. But any PSU can fail with age. Without having a 2nd PSU to test with, it will be hard to determine for sure which is the culprit. But from past experience, I can say that the PSU fails more often than the MB (assuming they were both good to begin with).

So If you have that 2nd PSU, and it is up to the job, by all means that would be the way to go. Let's see what that shows us.

So it turns out the PSU was in fact faulty. When i put the other one in it booted right up. Thank your for your help! :D
