tpu+epu turning on is dangerous

if i dont use another cpu cooler(instead of default core i7-4770k heatsink and fan)on the asus z87-deluxe,is it possible to damage the board or cpu?

Depends if you overclock, at stock speeds go with the stock cooler. For overclocking, Go with a better cooler. But in the case of your thread title, Turning both on will give you best performance for the lowest power consumption. I've seen a ton of people do it on i5 systems and they were halfway to their boost clocks while still getting reasonable wattage.
