Forcing GPU at constant PCIe 2.0 x16

I am currently in a process of troubleshooting my GPU ( 770gtx ) + motherboard ( asus P8Z68-V LX )problem, I have managed to identify the main cause of my problems and in a very strange and idiotic way it seems to be corelated with switching powerstates while card is plugged in the motherboard's main PCIe 2.0 slot ( the x16 one, the x4 secondary has no problems ).

So, when chaging power states 2 things happend : My GPU changes it's performance level ( core clock, memory clock, etc.. ) and switches from it's idle PCIe 1.1 to PCIe 2.0.

Is there any way to force a constant PCIe 2.0 usage even if it's idle ? The only way I have done this it's through nvidia inpector by forcing to use the custom performance level 1, but that also forces constant high clock levels ( I know I can decrease them but it is not my point ).

Oh, and also from power options the PCIe saving power is set to off.

You shouldn't need to force it, it will switch to PCI-E 2.0 when needed. :)

I know, it switches when needed, but I need to do that to figure out if my problem comes from PCIe switch or performance level switch. And also maybe I can fix my random crashes when starting applications by forcing a constant PCIe 2.0.
