Restart Issue with new build windows 7 install

New build - installed Windows 7. I had difficulty with the boot order during install but finally got that resolved and windows install seems to be working fine but...when I select restart or when the system wants to restart after some changes, it seems to shutdown OS but it never begins the reboot. It seems to hang. If I select shutdown, it shuts down normally and then I can power on fine. The only way to get the system to boot back up after a "restart" is to do a hard shutdown with the power button. Any ideas would be greatly appreciated.
