Stick dvd in drive. Reboot pc.
Look for the F-Key option (like F12) to press during powerup that corresponds to select boot device and press it.
Select your dvd drive or if this is a uefi system (graphical (with mouse) bios) then select the UEFI DVD drive to boot from.
Follow the onscreen prompts.

You can restore with any oem disk. Just be sure it is the same version (Home Prem, Professional, etc) as the original. After install you can activate it using the 25 digit license number located on the bottom of your computer. You can also purchase a restore disk from Toshiba for about $25 if you provide them with your serial number also located on the bottom of your computer. Find them by googling Toshiba. I have done this several times for customers with your problem.
