If you haven't already, try cleaning the system of registry errors, junk files, and other resource-wasting crap with CCleaner: https://www.piriform.com/CCLEANER
Sometimes software conflicts will cause that to happen.
Another thing that can cause that, is a driver conflict. Uninstall the existing gfx driver and run Driver Sweeper from safe mode. Have it remove any remnants of old Nvidia, AMD gfx drivers it can find. Re-boot and install the latest driver for your card and OS. http://www.techspot.com/downloads/4266-driver-sweeper.html
