Computer turns on and off within half a second to one second after my fail "overclock" . NEED HELP!

So after my failure of my overclock my computer would just turn on and off within a split second to a full second, and it would just repeat this over and over. Fortunately I remembered what i did specifically in the UEFI/BIOS though. I remembered that I put my dram frequency on DDR3 1066, which is the default speed according to the uefi. After that i enabled PLL over voltage, then i put my CPU ratio to "all cores" and changed the ratio to 38. After this I changed NOTHING else i left everything the same as they were before i even did this. I also tried to take the battery out of the cmos thing and also did the jumper, but that didn't seem to work, but i wasn't sure if i was doing it right though (do i leave the computer plugged in? is there a time limit?)

My system specs are:
I5-3570k, ASUS GTX 660, CORSAIR CX750M psu, 8 GB of ram, 1 TB Western digital drive, motherboard is asrock h61m-vs or the h61m-hvs

what im confused about is that how is the computer not booting. The turbo speed of the cpu itself is 3.8, and im positive that the PSU is working fine (paperclip test) its either the CPU or the Mobo (some people say its the ram? but i dont know how to test that). Im also positive that i didn't fry the CPU because i didnt add any additional voltage, i left all those values on auto. so if anyone can help me, please do, im very worried.

also i dont think i have one of those internal computer speakers for the beeping.

Do i leave the computer plugged in? while its on? or the opposite?

There could be a few suggestions. off the top of my head it could possibly mean

1. PSU defective
2. Motherboard defective
3. Video Card not seated right (personal Experience)

You wouldnt happen to have another pc laying around you could test your hardware on do you?

I know the psu is working because i tested it using the paperclip method, and that it only turns on and off when i connect everything (before i screwed around with the uefi it was fine also), im thinking it actually may be the motherboard or perhaps the ram, or god forbid the CPU , as for the GPU know 100% its fine cause there is a little green led that tells you if it works or not. And unfortunatly i do not have another computer lying around :/ only one i have is this 2005/2006 compaq

Also what are the chances that my cpu/motherboard/ram has fried? i honestly really didnt toy around much within the UEFI/BIOS so . i didn't even touch the voltage setting besides those two that i have listed above so i doubt that i fried anything

if only i could post a video of what the computer is doing though

oh and i forgot to mention this. i never opened up the computer prior to this problem, and before this all the components worked fine. So basically i put the new settings in the bios, rebooted, then it started doing this

Hmm... Your problem is quite vague and hard to determine. Try only using 1 of each stick of ram. Perhaps one of them died? btw did you find those jumpers i told you about? Sometimes taking out the cmos battery doesn't always reset the bios.

Yeah i used one stick of ram when i booted it up, i also switch them around on different slots. And i did the jumper thing. I unplugged the computer,turn the psu switch off, pressed the power button to drain excess electricity, popped the battery out, put the jumper to the clear thing, waited a couple seconds, put the jumper back, and put the battery back to place (in reference to this video: https://www.youtube.com/watch?v=yA3MrgBsjpE) . I also just tried to take out the battery and wait a couple minutes (ive heard some people waited for a whole day?), i also tried to just put the jumper to the clear cmos thing while the battery was in it. Lastly in reference to this video: https://www.youtube.com/watch?v=-9RnIj-EcdQ , i had the computer turned off and put the jumper to clear cmos, then i turned it on, the computer didnt turn on, but in the video he said that might happen at around 9:36 and that it might have worked, but it didnt for me

Nope, just hit f2, got into uefi, and changed 2 things. but how would i have fried the board though? i just dont get it. i didn't play around with the voltage or anything. Also is there a chance that the cpu might be screwed to? nonetheless thank you very much :)
