Help !!! Newly assembled PC does'nt boot !! switches on and switches off after a few seconds. Repeats the cycle

Hello all,
I am seroulsly in need of some urgent help. I assembled a pc yesterday and tried booting it up but unfortunately it did not boot up. No video output, cpu, Gpu fans start up but switches itself off after a few seconds and switched on again and repeats untill i turn off the PSU.I reassembled the whole mobo again but again in vain !! I am left clueless !! Restarted to CMOS too.
I am new to PC building so kindly help me out.
My PC specs
Intel Xeon E3-1231 v3, 4x 3.40GHz
Gigabyte H97-D3H
Thermaltake Berlin 630W PCU
Sapphire Radeon R9 290 Tri-X OC
Alpenföhn Sella CPU cooler
1 TB seagate HDD
250 samsung SSD

friends kindly help.
 
Solution
A good 600w psu would be just fine, since there isn't going to be much if any overclocking going on. But what you have is far from good. You can't just go by its advertised wattage it needs to use quality components aswell. Seasonic, Antec, XFX, Corsair (tx, hx, and ax models), Evga(b2, g2, and p2 models) are examples of good units.

yeah.. even i feel it has to do with the PSU !! Must try it with a higher power rating PSU.
it will take another few days to get my hands on a new PSU...
Will keep u posed.
