What causes the FPS to be so crappy more, the CPU or GPU?

I have an Intel Core 2 Quad Q8200 @2.33GHz CPU and an ATI Radeon HD 3450 GPU

this is just a reference point, but what would I upgrade 1st to improve my FPS?

fps greatly depends on gpu but tere should be a balance between the cpu and the gpu if the cpu is weak ad the gpu is strong then u get poor performance or bottleneck .......so in your case for improving your fps u should upgrade your gpu....

first of all there no such thing as r9 250 its r7 250 and yes r7 250 will be good and well balance with his processor next comes the r9 270x which is far superior card compared to the r7 250 and costs double but i think it will get bottlenecked by his processor..........and gtx titan z really!! its a 3000$ card :p its not meant for his system :)

well I need to upgrade my Mobo, it's built in audio has crashed, nothing will even detect it, I even did a factory restore which usually fixes the issue and that didn't work... I just don't ever have the $600 per parts I need to build my system...
