need help with boot loop, it turns on and off within a second

So after my failure of my overclock my computer would just turn on and off within a split second to a full second, and it would just repeat this over and over. Fortunately I remembered what i did specifically in the UEFI/BIOS though. I remembered that I put my dram frequency on DDR3 1066, which is the default speed according to the uefi. After that i enabled PLL over voltage, then i put my CPU ratio to "all cores" and changed the ratio to 38. After this I changed NOTHING else i left everything the same as they were before i even did this. I also tried to take the battery out of the cmos thing and also did the jumper, but that didn't seem to work, but i wasn't sure if i was doing it right though (do i leave the computer plugged in? is there a time limit?)

My system specs are:
I5-3570k, ASUS GTX 660, CORSAIR CX750M psu, 8 GB of ram, 1 TB Western digital drive, motherboard is asrock h61m-vs or the h61m-hvs

what im confused about is that how is the computer not booting. The turbo speed of the cpu itself is 3.8, and im positive that the PSU is working fine (paperclip test) its either the CPU or the Mobo (some people say its the ram? but i dont know how to test that). Im also positive that i didn't fry the CPU because i didnt add any additional voltage, i left all those values on auto. so if anyone can help me, please do, im very worried.

also i dont think i have one of those internal computer speakers for the beeping

do the cmos ac power off and unplug cable from the system then prees start switch to drain left over power after do the battery cmos reset fo about 1 minute plug in ac and try to boot if that does not work you may have overclock the cpu to high ,for the ram use another system that could handle them and made a memtest test on each module .

but the cpu turbo speed is 3.8 ghz and i put the ratio at 38 which is the same. But if you are right how would i un do the overclock? if the cmos battery method doesnt work.

you have to check the memory with the cpu it run at 1333 mhz or 1600 mhz also if you could borrow a cpu that will fit you system to see if it boot .adding this did you put back the cmos cap as default and i hope you did not made it with system under power .

crap, yeah i dont think that will happen, cause no one that i know of has a cpu i can borrow.

and im pretty sure that the pll voltage being enabled is causing this but i cant disable it cause of the constand reboot. either that or i fried something which i doubt cause i didnt really toy around with much of the settings besides the ones i listed
 
Erm if your ram is 1066

Then you don`t want to set its speed at 1066.
It should be set on the memory speed setting to 533.

DDR double data rate. 533Mhz up stream 533Mhz down stream.
Times it by 2 for the rated speed of 1066Mhz overall.

If you set the clock to 1066 then your memory At DDR would be 2132 Mhz.

Lower the bus/ memory speed to 533Mhz.
The boot loop is because your way beyond what speed the memory is supposed to be set to.

Cpu bus 100Mhz x38=3800Mhz or 3.8Ghz.

Memory Bus 533 x 2 =1066Mhz overall memory speed.
If right bye bye memory sticks.= Constant boot loop
Memory not detected at set speed in bios or toast due to overclock way beyond values.

hmm interesting, seems like a good reason to why this is happening, any solutions though? cause everyone is telling me to reset the cmos thing but i dont really know how to do it. like do i leave the computer plugged in or what. like step by step on how to do it
 
If it does not work then it means with such an overclock you have basically fried the memory.
Take the memory modules out and power the system up.

It will do one or two things. Give you an error beep code or message saying no ram installed.
It may post and allow you to go into the bios to change the settings down.

If so amend the memory bus value to 533Mhz.
Shut the system down and place only one memory stick in the first memory slot.
See if it boots.
If its ok,
Take out the first and put the second one in.
Test it again if it fails to boot or loops bad memory on both or one stick.

i never took the battery out of the mother board while its running. i turned off the computer then i do it

First unplug the psu. Then take the battery out. Then hit the power button to discharge the capacitors. Then short the bios jumper. Now the bios should default back to the factory settings. Then put the jumper back in the default position. Put the battery back in. Plug the psu back in and start the computer up. And dude, don't start two threads of the same topic. It is both juvenile and counter productive.

yeah but it was doing that to begin with though.
 
This is going to sound daft.
But honestly I have seen it happen.
If you used the jumper on the board.
You should of had three pins, and the bridging cap.

You always move it one over to the left or right by one pin.
But must ensure that the cap is replaced back to the original position.
And bridging the two pins.
Fail to do this, and you get no power up of the system.
Or you get a power up but no bios post.

If its left open or not placed back on the two pins and only sat on one it is not set to a closed state.
Double check the jumper is seated on the two original pins after you Cmos reset.

You would not be the first or the last to forget about such a simple thing.

unfortunately i cant do that because i bought the computer from frys and the brand was IBUYPOWER and i put in my own GPU and PSU listed in the problem :/ thanks for the help though :)

naw i dont i gave it to a friend and even if i did have it on me it uses molex connectors and only has 500 watts, additionally it was a generic one that had bad reviews and was known to fail :/
