I replaced my hard drive but it isnt booting

I accidentally formated a part of the original hard drive and it doesnt work anymore. so i bought a seagate 500gb 7200rpm hdd to replace the toshiba 750gb hdd.

i put the new hdd into my laptop and tried to install windows 8.1 pro with a usb. when i turned on the laptop i got the message "checking media" then it changed to "checking media failed" then a new message followed that said "No bootable device -- Please restart system"

I thought this was due to there being no OS on it so i put the hdd into my desktop and intalled windows normally without a problem. i then put the hdd back into the laptop and i got the same message as before. (when i was told to restart, i restarted multiple times on both occasions)

The new hdd worked with windows in the desktop. I put the hdd back into the laptop and i got the same message as usual. So i went into the bios and i say that the hdd was detected there, which is very odd.

Im not sure what to do here. If anyone can help then that would be great! Thanks

First of all you can't install windows on the HDD on a different machine then use it to boot another machine.
- What you need to do is to be sure that the laptop is 1st boot is USB ( if you are installing windows from USB ) or 1st boot is DVD-ROM ( if you are installing windows from DVD )
- Insert your bootable USB or DVD then turn on your laptop it should load windows installation regardless of the installed HDD has a windows or not.
- if the previous step didn't work then you missed something in the boot sequence , check BIOS settings again or you can press the function key related to your laptop that will select your boot device when turning ON your laptop.
- when windows installation starts , go through installation steps as normal , find your HDD partitions , format the C drive and install a fresh copy of windows.

If you changed your boot sequence from the BIOS do not forget to remove your USB or DVD after first restart to avoid install loops, then change the boot sequence back to HDD as 1st boot device.

I use a usb to install windows. I made the usb first in the boot order, saved, and turned of the system. i put the usb into the laptop and turned it on and i get the same messages at before. But i noticed a possible problem, the usb isnt being detected in the bios. I looked around for settings involving usb but i didnt see any seemed to relate to this issue. also, whenever the usb is plugged in, it would light up but its only lighting up for the first few seconds of when the laptop is powered on. I plugged the usb into my desktop to see if theres a fault in the usb but it worked normally.

Edit: oh and i also put the usb into the different ports and got the same results
