Cannot create a minecraft server. HELP!

I've been trying to create a minecraft server for awhile now, but whenever i download the minecraft _server1.7.10 and try opening it, it says this: "Java Virtual Machine Launcher. A Java Exception has occurred." I just built my pc and have 8gb of ram, more than enough. why cant i open it

Usually,this error occurs when you've messed about with the dedicated ram. Try putting this in the launcher notepad file. "java -Xmx2048M -Xms2048M -jar Tekkit.jar nogui pause"

Let me know how it works out!

What is the launcher notepad and how do you get to the launcher notepad?
