The power surged at my house today during a storm and when my computer rebooted it would not read my Ethernet Cable, to see if the cable was broken i plugged it into my laptop and it worked just fine. In device manager it says that Microsoft Teredo Tunneling Adapter could not start code 10. I checked the registry and that did not work. I uninstalled it and re installed and that did not fix anything either.

CPU: AMD A8-5600k
RAM: 16gb
 
Solution
The network adapter may have been damaged. Try installing a new network card and plug the ethernet cable into that.
Then buy a surge protected mains box and plug your PC into that instead of plugging it into an unprotected mains socket.
