Cpu expansion card

Hello everyone!
I was wondering about how the cpu card works.If you install one in your computer can you have 2 CPUs work in the same time ?
I recently encountered this expansion card http://www.ieiworld.com/product_groups/industrial/conte... and some questions rised.
if i have a ddr2 motherboard and I install this expansion card with ddr 3 will all the rams work together properly? the ddr 3 rams will be underclocked to run accordingly or because this card has it's bios I can install a secound cpu and ddr 3 rams along my old cpu and rams and everything will work normally but giving me a better speed?

..... What is your motherboard? Can you show me the manufacturer model name of your motherboard?

I'm just making sure you are sure on what this expansion card does and if you have the correct components to use it.

I have an asus p5b se and an asrock g41m-vs3 r2.0 both socket 775 and some older motherboards with lga 370 and an amd with socket 754. From your response I understand that this cpu card won't work on any type of motherboard and i think that it will work only on motherboards with the same specifications (lga 775 and ddr 3 like the asrock mentioned above) right?
And from this some of my questions were asked , you can't install a cpu card on a motherboard with different ram and socket , but 1 question remains the 2 CPUs will work together, they have to be identically ?
