To run most current and upcoming games, you will need at least 8GB of RAM. 8GB of RAM will cost you about $80.
A power supply will cost you about $50-60 for a quality one.
A reasonable gaming CPU will cost at least $70+.
At this point, we are around your budget.
Lets add more.
A hard drive will cost anywhere above around $40, for a reasonable amount of storage.
A case will cost at least $40.
Motherboard will set you back by about $60+
A DVD drive will cost $10-20
So, as you can see, a new build will cost a lot more than $200. And thats without windows.
That PC you are looking at will struggle to run most games, even older ones like BF3 or Bad Company 2. Yes, its probably worth $200, but thats because it cant really run any current games. That PC would be less powerful than most common office computers.

We weren't talking about cpu / gpu just about the RAM. I said all you need is 4GB. I can run 4GB ram on a semrpon+gt610 or an i7+780ti. Of course i won't be able to do ultra on the sempron, but not because of the ram...
