Asus R9270X clock won't automatically raise

Hi, I have an Asus R9270X whose clock won't rise from 450 MHz to 1120 MHz after I open a game (the game that this was happening on was Garry's Mod) The clock would only quickly go up, then back down very quickly. The monitoring software is Asus GPU Tweak Version: 2.4.9.2. In Minecraft the clock raised, under some heavy load, then it went back down. When the clock goes back down, it performs very poorly with lots of lag. When I tested it on Payday 2, the clock raised to 1000 and ran smoothly, but froze every now and again. When I am doing something that requires no high performance graphics it just spikes up randomly. In GPU Tweak, it says that the fan duty's max was some HUGE number like: 20058735432. I tried restarting my PC to see it working ok, but not for long... this problem came back again. It was working just fine the other day. This GPU is 3 days old. Thanks for any help!

This issue was happening when I had a dual monitor setup. I believe that it was trying to decide a clock that suited both of the connected monitors. My solution for this was to return the second monitor..
