Windows 8.1 stuck on logo loading screen when booting

I was downloading league of legends and then when it was done my computer crashed. I turned it on again and it got stuck on the windows loading screen. I then force shut down the computer by holding the power button down. Then it shows: "preparing automatic repair" and after 10 seconds it goes into a blue screen. Then I turn back on; and the same thing happens again.

I had a similar problem when this computer was running in windows 7, where the computer go stuck at the "starting windows" logo. However back in windows 7 I could go into safe mode and change and repair things. But now when I click F8 or Shift+F8 it just goes tho the "preparing automatic repair" screen
 
Solution
When W8/8.1 won't boot
Difficult to access anything without an Installation disk or Repair disk/drive. You could repeatedly try shift plus F8 at power on and you may get into Safe Mode. Otherwise, if you have access to another machine running W8/8.1, create a Recovery Media. A small USB flash drive would suffice, the files only require around 250 Mb. Type 'Recovery' at the Start Screen and choose Create a Recovery Drive (from Settings W8). Uncheck the box for Recovery Partition if you have little space, ie small USB flash or CD (W8). Once created, insert drive/disk in the failed PC and change the boot order in BIOS accordingly, USB boot or DVD/CD .
Once booted, navigate to Advanced Options and try Recovery to an earlier...
