R9 270x works, but not displaying or showing on devices manager

I have tried many times and different ways to make it work but it's not happening. so first things first:

gigabyte h61m-ds2
i5-3570k @3.4ghz
16gb ram
256gb ssd
1tb hhd
dynex 520w
currently using radeon hd 5670 1gb OC'd to the max want to upgrade to radeon r9 270x 2gb

I would like to upgrade to the mentioned gpu in title but i am running into trouble and these are the actions i have taken. I'll be as specific as possible to see if anyone might be able to narrow it down.

let me also clarify i am also fairly new to the computer gaming world and builds, so excuse me for the noob moments lol.

I connected all the necessary wires, then turned it on. the fans were not turning, and after shutting it off, realized i did not connect the 6 pins onto it (remember, new :na:). So after connecting the 6 pins from the PSU, it turns on for one second and instantly shuts off. It did this twice, and turns on with the fans working and all, except for the display showing. I hope I did not cause any damage to the GPU when switching the 6 pins around but the fans work so to my knowledge i don't think i did.

because of the mobo, I had to get a PCI-e riser cable or extension cable due to the card covering one of the SATA ports for one of my drives. It appears to not cause any additional issues because the r9 still powers on.

Annoyed that it did not work, I used one of the power cables of the 6 pins that were provided by the GPU and one separate cable from the PSU. Same events happened (on for a sec, then off), this happened for about five to eight times, and finally turns on. Thinking I've made a mistake, I place the original 6 pins back.

Of all those times that it DID turn on, screen would not show up but where the display would show is the graphics switched to the standard intel 4000 and had to switch to VGA so when I go on and check under device manager, that's all I see. I don't see anywhere of the r9 appearing in display adapters, regardless of the gpu being powered on and connected. I did install the driver that was in the cd, no good so uninstall anything that had to do about AMD/ATI/etc. I reinstall with cd and still nothing, so i redid the process and did it from the website. Still nothing.

All i get on the installation is a finished message with errors on it. But when I open the file, I see no specific answer to why it did not work.

So here I am with my previous gpu on it in the mean time while I figure this stuff out.

I did my research for a tad and wonder if it would be my PSU? It couldn't be, because I see other people's build with a similar PSU wattage and it works fine for them.

I'm starting to think it might be my mobo, because it states on the site that it, "Supports 3rd generation PCI-Express interface". so does that mean this gpu i have is a 4th gen and i have to get a new mobo?? or downgrade gpu? lol

So what do you guys think it might be? I tried looking for a feed in DVI-D and HDMI, didnt get anything on that.

That PSU is rubbish and I wouldn't be surprised if it's not putting out its advertised wattage. Another issue it could be is that the PSU doesn't put out enough amps. I'm not saying that it is the PSU, but I definitely wouldn't rule it out.

I figured it out! It was not the PSU, but I had to update my motherboard in order for it to work. >.< However I did upgrade my PSU because I heard a lot of negative reviews about it lol.

so before upgrading anything, update update update XD
