Very Strange Issues

Today, the usb 3.0 ports on my motherboard decided to randomly stop functioning (I had my keyboard and mouse connected to them). Strangely enough, the ones on the front of my case were still working. I can get them to function again by completely powering off my PC and turning it back on by the switch while quickly clicking the mouse and hitting a key on the keyboard at the same time as hitting the power button. Then it sticks until I shut off my computer through the start menu. Upon next boot, I have to plug them into a USB 2.0 port. I personally have no issue with this, but then when I go to shut down from the start menu now, about 3-5 seconds after the computer is completely shut off, the computer reboots.

Another issue which may be related but has been happening for a while is I sometimes get an error message upon booting that says a bios error occurred. I think it is related to my OC but after I enter the bios and save them again, It boots into windows. My OC is stable at 4.5 GHz. I render videos daily and also previously stress tested the system for 24 hours with no issues.

Here is what I have tried to fix what has been happening.
- Reflashing the current bios
- Downgrading my bios
- upgrading back to the newest bios
- plugging in my usb devices to different ports
- resetting the bios to factory settings
- resetting my CMOS on my mobo
- Checking my registry for any errors
- Reinstalling and mobo and usb 3.0 drivers
- Checking all my bios settings for anything that may be causing the boot cycle

I am really at a loss at this point. This issue is rather annoying but my computer is functional. For the moment, I have it switched off at the PSU (when I did this, it tried to boot again after a few seconds with the last bit of residual power). If anyone has any ideas or advice, it would be greatly appreciated. Thank you so much.

i7 4820k @ 4.5 GHz cpu
16 gb DDR3-1866 ADATA XPG V2 ram (clocked at 1333?)
GTX 780 3 gb gpu
Gigabyte GA-X79-UP4 mobo
AZZA Dynamo 850W PSU
Windows 8.1
120 gb SSD for boot
2 tb HDD raid 0
1 tb HDD
 
I`m going to take that after windows 8.1 was installed, that you did install all of the drivers of the provided mobo DVD.

If so great.
If not, pull it out and install all the drivers off the Dvd.
I have never heard of an AZZA Psu, So I cannot say how much of a quality power supply it is.
But if a system hangs, Or usb ports start to stop functioning while the system is on.
And a shut down results in a restart.

Then it tells me the Psu is not playing ball with power distribution or its power protection circuits may be on the fritz.
An 850w of a good known bran of power supply you would be looking at 80, 90 or £100
Your was about £60 so it sort of tells me if you have something like 780 card or an R9 290x its having a bit of trouble with the 5v or 12v power rails.

Hop into the bios and see if there is any flucuation of the 12v and 5v lines.
Via power monitoring.

If it dips more than 2.5 3v its not good.

Yes, the system has been good for about 4-5 months now with an occasional hiccup here or there. Today was literally the first major issue I have been having. So yes, all the drivers are up to date. Also, my bios has no power monitoring options that I know of. I have a 3 or 4 year warranty on my whole system, but I haven't had any major indications of the PSU being faulty. I also have it hooked up to a uninterruptible power supply so I know it is getting a good flow of energy to it.
