so the problem I see is ther this build hawe low performance like game BNS(Blade&Soul) wich must run prety smoth buth run prety lagy!!
I try chnage thermal paste clear all fans nothing help

Your hardware is slightly out of date.

Check if you have a strong enough PSU (High quality psu like seasonic, antec, or something... preferably 550w+), if you do then just keep reading.. I suggest probably adding an aftermarket cooler and overclocking your CPU, then maybe overclock your GPU.

On the moment I hawe 400wat CODEGEN I do some reserch in iNet and ther is prety lot info the 400want is enouth for this build
obauth cpu oc I dont know obauth it lot buth I read its posible oc it to 3.0 with fps seting it to 333 buth it wont dmg my pc?
