Can't max GTA IV on 780 ti and i7

So I haven't been able to max out the game at all ever since I've gotten it. I understand it's a bad port and all, but I saw screenshots from here http://i.picpar.com/jOW.png of a guy that was able to max out. So, another factor to point out was that I put in -nomemrestrict and -availablevidmem 10.0 in the commandline and launch options. Plus, I've ran the benchmark and I see it lists my video adapter as NVidia 9600 gt which is incorrect because I have a 780 ti. Next, with all settings maxed out except view distance which is at 49, the benchmark shows I get 54 fps average, 39 % cpu usage, 42% system memory usage, and 98% video memory usage.

Finally, I also get really bad screen tearing in-game even with v-sync and adaptive v-sync enabled.
 
try updating your video card driver, then go to rockstar's website and download the latest paches. install the patches and see if anything improves. usually driver and patches take care of the tearing and majority of stuttering, ymmv. try lowering the shadow density - that's usually the setting responsible for performance slowdowns.

well it is a 6 year old game, so probably due to optimisation. the 780 Ti is the most powerful consumer-level mainstream graphics card available so it must be the game. and why do you have a h87 mobo for a 4770K. Z87/97 is basically a legal requirement from intel if u want a get overclocking. Other than that, an excellent build. I would suggest an e3 xeon which has an i5 price, but with i7 performance ( due to hyperthreading). IMO is the best type of cpu for h87,.

I u want a z97 motherboard, my personal favourite is the Asus Z97-WS. Has everything that the enthusiasts need such support for 4 graphics cards, SATA Express and M.2 SSD support, 12K Capacitors and advanced power delivery for great overclocking, and finally USB 3 boost, which boosts speeds for USB 3.0 by upto 170%. its basically their Z97 flagship motherboard with none of the useless rubbish on flashy, and sometimes ugly "gaming" motherboards that yield higher prices.

would be an absolute perfect addition for your build. and it is Linus's favourite motherboard, so you have that to back me up.

But can anyone that has played the game tell me why it has 9600 gt as my video adapter in the benchmark results. None of my other games has that gpu listed. Maybe that's why it's limiting my settings. It's only the view distance that I can't max for some reason. Highest I can go is 49. Also what about all the screen tearing I'm getting. I just started getting that when I put icenhancer 3.0 in. It's frankly pretty annoying. Is it because I didn't put the optimus gpu version of the mod in? I'm so confused. And I keep looking at this picture http://i.picpar.com/jOW.png saying to myself "it's not fair."
