C drive Disk 0 / E drive Disk 1 - can I allocate space from empty E drive to nearly full C drive

Hi. I have windows XP, which I like to use.
Currently the C drive is on Disk 0 with 18gb in total capacity, 14gb used so far. This is making the computer v sluggish.
The E drive is on Disk 1 with 153gb capacity and 43gb used - so lots of space.
Despite a comprehensive search on the web, I can only find a solution for increasing the space on my C drive, when all drives are on one disk (partition?)
Would I be able to change the drive sizes and give more to the C drive if I do a new XP install?
Would I then be able to allocate enough space to install Win 7? (currently told I do not have enough space)
Would the increased C drive space help my PC's speed.
Your help is appreciated....

If the total disk space on your C: Drive is 18GB, there is no way to increase that. A better solution would be to format both drives and reinstall Windows XP onto the 153GB drive. During that installation, you should create two partitions of approximately 75GB each. Install XP onto one of those partitions and Windows 7 onto the other.
