I think my PSU is fried? Or my motherboard?

Not too long ago my PC was running fine and I remember inserting in a USB into the front ports, I heard a type of static/zap and my PC just shut off. I couldn't turn it back on as the power button did nothing. I waited a while and disconnected all the devices connected to the PC, and when I turned the PSU back on I heard and saw static coming from it, but I saw the motherboard light turns on and my fans were working for a couple seconds until everything shut off again. I'm scared of trying to do anything else as I don't want to damage my computer. Any tips to find the culprit?

I dont know how old the dell psu is but 300watts will probably power in with no graphics card hooked up. Its a risk but i dont know how else to diagnose your problem. Do you have another motherboard you could test the xfx power supply with?

It's a Dell XPS 400, it's pretty old. And no, I have no spare components that I could test with... I heard some people say to reset CMOS?

No that wont work if you head an audible zap from inside your computer then it shut off something is defiantly fried and clearing the cmos cache wont fix that. If you do decide to test that mobo with the dell psu unplug everything that isent necessary all fans, hard drives, disk drives everything have it so just the 24pin main connector and the 4 or 8 pin auxiliary power connector are plugged into the motherboard. Plug it into a monitor see if it displays anything then shut it off.

Ok well I think it is just my PSU because I can sometimes get the PSU to power the mobo and I can see lights on the mobo and on the GPU, so I think the PSU is just fried as I hear and see that static from it. Also when I tap the PSU with some force for some reason it gets the mobo and GPU lights running for a few seconds and shuts off again. Am I right that it is the PSU then?
