G3258 OC up to 4.5GHz is a nice idea.
In order to improve your chances you could buy a z-97 mobo at same price and a good and cheap cpu cooler.
I think you need a 600W psu for your build. And for a budget oriented build a Corsair Builder 600W isnt a bad choice.
If you could spend a little more: EVGA 100-B1-0600-KR for $45 and a (really good) SeaSonic SSR-650RM for only $60 (bargain).

can i not overclock for now since i am on a tight budegt and the motherboard ,psu and cooler will increase my price a lot and my budegt is 530 sterling which will cost me 760 euros.But i will change the motherboard and get a Z97.Can i get a 550w psu?

That's a pretty good build in my opinion. I think you would definitely need an i5-4460 instead of that processor; it would perform much better and I doubt that you would need to overclock it.

Than I would personally say that it is a decent build. I am not too sure whether you will experience some overclocking or not.
