problem with PC, mobo wont POST and PC turns on and off multiple times. is something broken?

so this is the first pc ive built. i just assembled everything, and when i did my first boot i noticed this was happening. the motherboard seems to turn on and off several times before finally turning on after about 7 seconds. theres no video signal going to the monitor from my gpu or integrated graphics. i thought maybe it was the psu so i tried with a different one and the result was the same. i moved the ram to a different slot and even reset the CMOS but nothing so far has done anything. did i break something during the installation?

Need specs. Motherboard, memory , cpu, psu, boot drive, and OS.

oops! totally forgot, here they are:

Mobo - asrock z87e-itx

ram - Kingston HyperX Blu 8GB (1x8 GB Module) 1600MHz

Cpu - i5 4690 3.5Ghz (w/ stock cooler)

psu - SeaSonic G Series SSR-550RM ATX12V / EPS12V

gpu - some old EVGA card that was given to me, i think a 7800gt?

case - Fractal design node 304 (w/ stock case fans)

HDD - seagate barracuda 1TB

SSD - Samasung 840 EVO 250GB

i dont even have an OS on it as of now.

Hmm. Not hearing any post beeps. Hook up the case speaker if possible and check. Also are any of the fans hooked directly to powersupply? Seems the ones in front spun up like the cpu fan did while the 140mm in back was running the whole time. So far I'd guess it's a mobo issue. Also I believe your cpu has on board intel 4600 graphics. Remove old card, clear cmos, and use that until you get machine running. I say to clear cmos as it was an issue I had recently on my build when I had to load the onboard back up.

all my fans are connected to the fan speed controller which is connected to the psu through a molex connector. i cleared the cmos and took out the batterty for 15 min and then when i booted it up its still pretty much the same. no video signal from onboard graphics, and still every 40 seconds restarts. i did notice you were right though, all the case fans spin the whole time while its just the cpu cooler that stops. should i RMA my motherboard?

Hook one power for the fans to motherboard chassis fan header and check to see if it's behaviour is different then when it's hooked directly to psu/controller. I assume your CPU fan is on the proper CPU fan header as that is important.
Where it doesn't even seem to post, the issue is likely one of these 3: Motherboard, PSU, CPU. I'm leaning towards motherboard just from the symptoms, but can't definitively rule out the other 2 without more testing. If you can't swap out then, yes go with the motherboard.

i checked to make sure the cpu fan is in the right place (it was) and unplugged and replugged it in. i then plugged one of the smaller fans directly onto the mobo and it seems to act the same as the others...which is strange. i left it all unplugged for a bit and then when i turned it back on i noticed that all the case fans moved and stopped just like the cpu fan did. now im thinking it has something to do with power, but i tried another psu and got the same result? im honestly so confused right now...

Again, where it's no post and you used a different PSU and got the same behavior. I'd say motherboard is the issue. Just out of curiosity have you tried a different powerstrip or wall outlet? Might be a stretch but I've encountered issues where bad power from the wall was a problem.

yeah ive gone to my friends house with it to try a different psu. same result. i guess ill have to contact newegg about the mobo, thanks so much for taking the time to help, i really appreciate it!

No problem and good luck. I'd contact Asrock support first just to see if they have anything useful to say (most likley not).
