block internet except for whitelist

I have two computers that access internet through a router.
I want one computer to have VERY limited internet access.
EVERYTHING should be blocked, except for the whitelist. It should be blocked even if someone sticks in a USB drive with a portable browser on it.
And I don't want anyone on a local user account to be able to circumvent the block.
The whole idea here is to have email only, with no way to get distracting internet stuff. Work-oriented!
Any ideas? Any freeware out there that will do the job?

That would most likely best be done through the router. What model do you have?

I have a netgear VEGN2610 dual band wireless N 600Mbps, that I got from my ISP. but I don't want to block both computers. only one of them.

Check your router settings to see if content filtering can be done per device.

you could alter the hosts file on the machine you want to white list.
