The PS4 and XB1 are both running low power Jaguar based cores, they are very similar to an Athlon 5150 but with twice as many modules, for many tasks a G3258 would be better. Console hardware is very weak compared to your average computer, but since there is only one set of hardware the software can be super optimized and avoid the overhead of abstraction layers that let PC software run on so many different hardware configurations.

Giving you the benefit of a doubt I'll put it in a simple analogy referencing automobiles:
You could say the PS4's AMD "APU" processor would equate to a 1.8 liter 4 cylinder Toyota Corolla.
And the i7 4790k processor would be a 2014 Dodge Charger with a supercharged 5.7-Liter V8 HEMI.
The amount of Cores means nothing.
