PC turns itself back on after shutdown

My mother's PC (which was bought an OEM PC back in 2008) has finally come to it's end, I think. Since the last couple of minutes, it keeps turning itself back on after shutting it down. The PC runs Windows Vista. I've checked the BIOS only to see that the motherboard was running 41⁰, and the CPU 47⁰. This is most definitely NOT normal for a PC that is idle. Also, it has the default Intel stockcooler attached, in case you're wondering. I think this may be a problem with the motherboard circuit or either the powersupply (which is a piece of crap). What do you guys think?

I've fixed the PC! The problem was the CMOS battery; it was leaking acid. I don't know how, and why, but it was leaking acid. I've replaced the CMOS battery and thus, also reset the BIOS. The PC now shuts down and doesn't turn itself back on anymore.
