Home Network Crashes & Disconnects Constantly, ISP Has Visited Multiple Times & Changed Routers

I'm about at my wit's end with this, as a problem has been plaguing us for weeks now. We're suffering from constant, consistent connection drops with high-speed cable (Optimum). Some background: our home had an older router that didn't have great speeds and would occasionally drop connection through the day. To take better advantage of what should be good internet speeds, I bought a new Netgear router, and it continued to drop connection. We talked to our ISP, they visited and checked the cables and modem, we continued to have problems, and they gave us one of their routers (didn't work) and yesterday gave us another new, better router (still didn't fix the issue).

The signal strength is fine and the speeds are good when it's working, but multiple times per day (at certain parts of the day, multiple times per hour), the connection will just abruptly cut out. It's usually only for a few seconds--enough to drop my Skype call, or kick me out of my online game (I play a lot of games and write about them for a living--I sort of need reliable internet here) and then it comes back. It happens across all devices (phone, console, laptop) in any part of the house, for seemingly no reason at all.

I'm decently tech savvy, but there's only so much I can do. I've fiddled with channels and settings, nothing seems to work and as I said, it affects all devices. I know it could be many things, but if anyone has ANYthing I could try to solve this, I would appreciate it--thanks. Relevant info:

-D-Link router by Optimum, DR 868L
-Aris TM 822G Modem
-I can provide specific device specs if needed, but since this issue happens across my phone, iPads, laptops, et al, I'm thinking it's not device-specific.
-Error is just standard no connection or internet connection unavailable, even though the bars are there
-We usually have 6 or 7 devices connected to the Wi-Fi, but right now I'm the only one home on 2 devices and it dropped me every few minutes. I unplugged the modem and plugged it back--fixed it for now, but the drops will return.

What kind of enviornment are you in? Are you in an apartment complex near other wireless networks? Is your power coming to the house consistent? Do you have a surge protector?
Run an infinite ping "ping -t www.google.com" and make sure your "time" column is consistent (no 30ms then 110ms then 500ms).

I'm in a house, with only 2 immediate neighbors. The ISP has checked and rechecked the signal in person and remotely, and it seems fine.

Importantly, the modem doesn't seem to lose connection at all when the wi-fi drops, nor does it always drop for every device in the house. Could that be some sort of IP conflict, which is kicking certain devices off just for a few seconds before reconnecting?
