G3258 Cant OC past 4.0

Hello. I just bought a msi H81M - E33 and a G3258 and was planning to OC the chip with stock cooler (for now) and see where I can reach. I am able to get a stable 4.0 GHz at Core voltage of 1.22V and Input voltage of 1.85V. Now when I increase the multiplier to 41, I cant get it to stabilize even at 1.3 core voltage. My RAM is at 1366 and V-uncore at 1.15V (stock clock speed). I have a 450W psu (corsair VS) and HyperX Fury (1866) ram. My bios wont let me set input voltage more than 1.9V.
I would like to ask the community what am I doing wrong? Is it not possible to increase the multiplier further? Did I receive a really bad chip?

i can't get any overclock period. how did you get any overclock past 3.2Ghz?
i updated to newest bios and everything with same specs. msi H81M - E33 and a G3258

when i put any amount at 3.3 or higher it goes to windows loading screen but never shows the cycling balls. then restarts and shows bios or ask to run repair or start normally. (never says failed overclock or anything)

its aggravating that everyone seems to overclock with this board except me.. even though i got the 6.7 update!
