A 550w XFX or a 520w Seasonic would be more than enough for that system.

Why? So in a year he has to buy another psu because the cheap capacitors in the CX gave out?

They are mediocre at best, and the cheap caps they used have longevity issues, it would work as a temporary solution, but I would never suggest using one long term.

Corsair CX, VS, and RM (some TX as well) use low quality capacitors. The PSU itself is good, but once these capacitors fail the PSU is done, most units fail within a year. Both of my CX500s quit out in about 8 months each, in two separate builds.
