Strange GPU Issue

So about a month or two ago, there was a storm. Lightning struck, and the power went out. All my game consoles along with my flat screen tv, PC, and miscellaneous other things were plugged into a brand-new surge protector at the time.

Not only did the power go out, but my TV got fried. It simply won't turn on now, and I've tried using it in different outlets but no luck. Strangely, everything else plugged into the same outlet is fine... except now my desktop computer is having a strange problem.

I have an Nvidia Geforce GTX 660 2GB graphics card, but now my computer is acting like it only has a crappy Intel 4000 series graphics card. Now I can't run games very well at all. I tried uninstalling and reinstalling graphics drivers, but NVIDIA refuses to recognize that I have a GeForce 6600 in my computer. It won't detect it automatically. I even tried to download the driver I need manually and install it that way, but it still doesn't recognize anything NVIDIA... (For the record, I am absolutely 100% positive my PC has this graphics card, so I really have no idea why it is all of a sudden acting like it doesn't.) Also, the computer is running louder than usual since this event, but is otherwise performing normally.
