Slow comp using brand new cpu and mobo

I bought an fx-6300 cpu and a M5A97 R2.0 motherboard and i used an old stick of kingston 4 gig ram 1333, when i install windows 7 64 bit the comp takes for ever to install it then every time i try to start it up it takes a very long time to finish booting in windows and when its done it just seems kind of slow compared to my much cheaper apu3400 using the same stick of ram and it loads very fast, is there something wrong with my cpu or motherboard as they are brand new? i updated the bios and updated windows, i even went as far as unparking all cores and that gave it a speed boost but booting into windows or uninstalling and installing apps and games take much longer then it should, could it be the old hard drive?
Forgot to mention it seems to boot fast and load things rather fast if i boot into safe mode.

Windows has to load from the hard drive in to RAM as you boot .

All your programs have to load from storage on the HDD when you boot .

I am using a pc with an FX 6300 and a similar Asrock mb [ a little lower quality if anything ] and I can cold boot in 11 seconds from a fast SSD hard drive

Its a WD 250 gig sata drive and it is a little older then the one in my older pc, can an older hard drive cause a brand new cpu,mobo and psu with a fresh install of windows to run like shit? i just want to make sure its not the cpu or mobo that i baught so i can rma them, if its something else then i can rest and work on it
