How does one tell if the cpu or motherboard is fried?

So recently my computer keeps on turning on and off within a second and it would just be stuck in that loop, on,off,on,off. It was due to my stupidity, and messing around in the UEFI and stuff. So i am wondering what are the chances of my CPU and or Mobo frying? some say this could also contribute to the PSU/RAM/GPU, but i removed both the gpu and ram from the equation and still got the same results. I also took out the PSU and did the paperclip test, it didnt turn on and off, so i assumed it works well (ALL of my components were functional before messing around the UEFI, i just rebooted the computer and the problem occured.) Some say to use the jumpers on the mobo to reset it but that didnt work, i also took the cmos battery out for a whole night, that didn't work.

My computer specifications: i5-3570k, Asus GTX 660 direct CU 2, mobo is As-rock H61M-HVS, PSU is Corsair CX750M, 8 gb of g-skill ram, and a Western Digital 1 TB HDD, OS is windows 7 home premium, I also have an AVC 120mm water cooler in there.
 
what exactly were you attempting to do. Apart from trying to overclock and overvolt the CPU, or running it without a heatsink, I can't imagine what you could do to get into this state of affairs.

I know it sounds stupid to ask you this, but maybe you want to try again to clear the CMOS. Removing the battery might not have much effect thee days - I don't know if the CMOS is still semi-volatile.
