Help Optimizing My network/computer performance

Let me begin by saying sorry if i happened to post in the wrong section of the forums.

Currently i'm debating whether i should start optimizing my computer/internet to be able to stream high demanding games such as Battlefield, League of legends, CS: global offensive, Hearthstone, Starcraft 2.
I am thinking of using the program "x-split" to start broadcasting my games to Twitch.tv and was wondering what it would take to stream at a consistent quality where viewers would be pleased with no lag on client and user end, smooth stream/gaming. Preferably 720p or higher.


This is my Computer Specs.

gpu - Geforce GTX 660 3GB
cpu- Intel core i7 950 @ 3.07GHz
Memory- 8 GB RAM
Resolution- 1920x 1080, 60hz monitor
OS- Microsoft windows 7 home premium 64bit

I went to speedtest.net and got the following for internet speeds.

9 Ping
30-33 Download
3.5-5.82 upload
Every time i ran the tests it gave me a different results in between those numbers.

Currently I'm debating on switching out my stock DG860 Router that time warner cable gave me for a gaming router to process/maximize performance when redistributing bandwidth.. etc.

I was looking at this one. Is it worth swapping out the stock with an aftermarket?

I was also looking to get another GTX 660 to put in SLI to increase overall FPS performance.

My question is, would my rig be able to stream at a consistent quality for the games above? What more do i need to have a good quality Stream.
