can't configure boot drives in Bios

Is the drive even recognized in the BIOS? Is it recognized in windows? What is your SATA mode selection set to in BIOS? You might need to enable CSM (Compatibility support module) in BIOS. That will allow another set of options to appear that allows you to set boot device control for non-UEFI devices. I'm assuming the HDD does not have a UEFI GPT partition so maybe it's recognized as a legacy device. Dunno, but I'd check those things first.
