I had heard that either slower or faster memory could be used in a system.
my computer is rated only for PC2-5300, would like to use PC2-4200, or PC2-6400, which would be safest? dell says it can only use pc2-5300.

Dell uses proprietary components. If they say it can only use PC2-5300 then that is all they have programmed the BIOS to recognize and utilize so unless you pay somebody to program a hacked bios specifically for your system, that's all you can use.

I can't be sure, but when using PC2-6400 should it imo just clock down to PC2-5300 when the motherboard only supports that.

Ok, to be more specific, you might be able to use the faster memory but if it did work it would most likely degrade itself to the lower speed of the intended module specification. It would not be faster than the 5300 modules.
