I installed a new heatsink it's a cool master t2 bit the temps are 14-17c and normally it's 19- 30 anyone know why ?

Whats your room temp? They can fluctuate the CPU core temp by upto 5C.
Btw, You should be happy of such awesome temps! OC and it'll be wonderful to find OCed CPU under 35C hehe.
On a serious note, is your CPU functioning normally? I mean any stutter or slow performance or anything?
