PSU causing freezing

Good day everyone. I would just like to ask for help on my system because it randomly freezes whenever I normally boot and whenever I use the safe mode it doesn't freeze.

This hasn't been my problem until my house had been through power surges because of the typhoon. I tried changing my motherboard, I did memory diagnostics for the RAM, I tried unplugging my video card, I also already check my HDD with S.M.A.R.T. and checked the CPU temp and it was all fine.

CPU Type QuadCore AMD A8-3870, 3000 MHzMHz
Graphics Card: SAPPHIRE R7 250 2GB DDR3 WITH BOOST
Motherboard Name ASRock A75M-HVS
Disk Drive ST3250310AS ATA Device (250 GB, 7200 RPM, SATA-II)
Disk Drive WDC WD3200BEVT-22ZCT0 ATA Device (320 GB, 5400 RPM, SATA-II)
Powersupply Generic 400W

I have been using my PC for about 2 years but ever since the recent surges in the power. It just freezes on normal boot up. :(
 
Normally PSU will shut it down, there is a possibility that the motherboard did not take the surge. Quality PSU's have internal protection to prevent damage to the board in case of a surge but no telling with a generic unit. Start by replacing the PSU with a quality unit.

Okay I'll try and buy a new PSU and I'll update you as soon as possible.

I already replaced my PSU but it's still freezing. I also reformatted my HD.

I just did a clean install and still nothing. I also used S.M.A.R.T to check my HDD
