Counter strike 1.6 low fps problem

Hello. For last about 3 months i have a problem with my fps in counter strike 1.6 on steam and non-steam. When i start playing the fps is normal, 100 but after a few minutes it drops from 100 to 15-20 and it stays like this for a few seconds.
I've made this video (filmed with my cellphone) to show you what i talk about. Sorry for bad resolution, i hope u can understand.

My pc configuration
Cpu : amd athlon x2 64 5400 +
Gpu : nvidia geforce 9400 GT 512mb 128 bits
2gb ram ddr2
120 HDD WDC (IDE) (i think this might be the problem because is an old hard disk but i have no problem with it on windows or another programs)

Well by looking at your system specs...you have an old computer. The constant fluctuations in FPS can be from your CPU getting overloaded or too hot, your GPU getting overworked, a ram stick isn't working like it should, or your HDD could be failing or just old.

Also, if any of your drivers are outdated, you should update them.

What does your CPU usage and Memory Usage look like when you are in a server in 1.6?
Open the task manager and just take an average % of the usages for about a minute and get back to me.

I just installed the windows and the first thing was open the cs , with no other program even installed on my pc.
About cpu usage , here i have 2 prints . When i'm in the game i believe it stays somewhere around 90% but when i get out and cs is in windows tab it drops to around 15-25%

I change the CPU thermopast about 2 months ago. I used a white past ,was the only one i could find.

Ok You have changed the thermopast... Whats the CP Temp in idle and in CS? Maybe u haven't put enough paste on cpu or put the heatsink back on properly...
