Dell Optiplex Dual GPU

I've gotten triple mont. set up to work with 1 dedicated card and onboard. The motherboard for the OptiPlex 990 has 2 PCI-e slots but it wont boot with both cards put in. assuming its a driver problem but that doesn't explain to me why they wont boot at all, can't even get to the bois. is there a setting I need to turn on in bois?
